The Eastern Virginia Regional Industrial Facility Authority (EVRIFA) has announced its 2025 Executive Committee, ushering in a new year of regional economic collaboration and momentum. The Hampton Roads Alliance, which serves as the managing entity for EVRIFA, also announced that Steve Harrison, the Alliance’s Chief Operating Officer, will now serve as Executive Director of the Authority.
Formed in 2019 under Virginia’s Regional Industrial Facilities Act, EVRIFA provides a framework for localities to work cooperatively in strengthening the region’s economic base. The Authority continues to expand its influence across Eastern Virginia, bringing together communities to develop shared industrial sites and attract high-impact business investment.
The newly appointed 2025 Executive Committee includes:
- Chair: Barbara Ramsey, City of Williamsburg
- Vice Chair: Rick West, City of Chesapeake
- Secretary: David Hux, City of Poquoson
- Treasurer: Amanda Jarratt, City of Virginia Beach
Each member brings extensive leadership experience and a shared commitment to regionalism, with a focus on driving inclusive growth, enhancing site readiness and positioning Hampton Roads as a competitive destination for advanced industries.
Steve Harrison steps into his new role as Executive Director of EVRIFA while continuing to serve as Chief Operating Officer of the Hampton Roads Alliance. A two-time graduate of William & Mary and a longtime public servant in the region, Harrison brings more than 15 years of experience in local and regional economic development. His leadership at the Alliance has been instrumental in securing major investments and advancing the region’s efforts in offshore wind, defense industry growth and global trade.
“EVRIFA represents one of the most promising vehicles for long-term, transformational economic development in Hampton Roads,” Harrison said. “I’m honored to work alongside such a dedicated Executive Committee and to support the member localities as we continue to build a stronger regional economy.”
Since its founding, EVRIFA has grown to include numerous member localities across the Peninsula and beyond. The Authority provides critical infrastructure and site development support to ensure the region remains competitive in attracting new employers and creating quality jobs.
