USAA Chooses Hampton Roads for Major Expansion, Creating 500+ Jobs in Chesapeake

Written on June 12, 2025

CHESAPEAKE, VA (June 12, 2025) – In a major win for Hampton Roads, USAA has announced it will expand its operations with a nearly 200,000-square-foot facility in the City of Chesapeake. The expansion will bring more than 500 new jobs to the region over the next two years, reinforcing Hampton Roads’ position as a premier destination for military connected businesses and workforce-driven investment.

USAA, a leading provider of insurance, banking, and financial services for military families, selected Hampton Roads for its strategic proximity to the largest concentration of military personnel in the United States. With 20 military installations and approximately 15,000 active-duty service members transitioning to civilian life each year, Hampton Roads offers a deep, mission-driven talent pool that aligns perfectly with USAA’s core values and customer base.

The region’s workforce advantages played a key role in USAA’s decision. Hampton Roads boasts a highly skilled, security cleared labor force with strengths in finance, customer service, technology, and operations. The area’s military community including veterans, military spouses, and reservists, provides a uniquely qualified workforce that is both resilient and purpose-driven.
“This announcement is a win for the entire Hampton Roads region,” said Doug Smith, President and CEO of the Hampton Roads Alliance. “Our team was proud to support the City of Chesapeake in showcasing why Hampton Roads is the ideal location for continued investment. With our unmatched access to military talent, strong business climate, and regional collaboration, we congratulate both USAA and the City of Chesapeake on this exciting milestone.”

The Hampton Roads Alliance working alongside regional workforce partners were able to highlte the area’s competitive advantages. Special recognition goes to the brokerage teams involved in bringing this project to life, whose expertise and persistence helped secure this transformative investment.

“Hampton Roads is uniquely positioned to support employers like USAA thanks to our deep reservoir of transitioning service members, veterans, and military spouses,” said Shawn Avery, President and CEO of the Hampton Roads Workforce Council. “Our regions tailored training programs and employment networks ensure that local military connected talent can seamlessly transition into meaningful civilian careers, providing organizations with motivated, mission driven professionals ready to hit the ground running.”

USAA’s expansion is not only a testament to the strength of Hampton Roads’ workforce, but also a signal to other companies in the defense and financial sectors that this region is equipped to support major growth. The new facility will provide a modern, flexible work environment and continue USAA’s commitment to employee well-being through a comprehensive Total Rewards program, which includes competitive compensation, wellness benefits, paid parental leave, and retirement matching.
As Hampton Roads continues to attract and grow companies aligned with national defense and service-focused missions, USAA’s decision stands as a powerful endorsement of the region’s value proposition: a workforce rooted in service, a community built to support it, and a region ready to grow.
