This shift underscores the importance of metropolitan regions with deep expertise in defense spending, critical technology and green energy infrastructure.
With its strong foundation in these areas, Hampton Roads is primed to become an even more influential player.
One of Hampton Roads’ greatest assets is its robust presence in shipbuilding, submarine construction and ship repair—industries that have been cornerstones of the region since the founding of the Republic, Katz said.
“At a time when the U.S. is experiencing a surge in submarine production, you’re at the epicenter,” Katz said.
This prominence ties directly to the region’s leadership in nuclear power and cybersecurity, areas critical to the future economy and national security.
Hampton Roads’ competitive edge extends beyond its economic portfolio; it’s a place where industry players, research institutions and defense entities converge.
But as Katz points out, it’s not enough to have these assets—a region needs to recognize, embrace and communicate them.

While some areas in the U.S. with strong national security capabilities remain quiet about their strengths, Hampton Roads is known for its prominent Naval Station Norfolk (the largest in the world), Newport News Shipyard and broader ecosystem that supports the defense and security sectors.
What truly differentiates Hampton Roads is its collaborative spirit, especially among its multiple cities, counties and diverse constituencies.
“You do want to collaborate to compete,” Katz said.
